The law on storing petrol safely

Petrol is a dangerous substance; it is a highly flammable liquid that can give off vapour and when not handled safely has the potential to cause a serious fire or explosion. This means there is always a risk of a fire or an explosion if there is a source of ignition nearby, for example, a naked flame or an electrical spark.

Applying for a certificate to store petrol

You must obtain a petrol storage certificate from us:

  • to run a business where petrol is stored for dispensing directly into the fuel tank of an internal combustion engine
  • where large amounts of petrol are stored for private use

Applying for this certificate does not automatically mean that it will be granted to you.

Before you apply ensure you have the following documents to upload:

  • general site layout
  • fuel and vapour containment system including storage tanks, pipework and drainage.
  • spillage containment or drainage systems

Paying fees

You must pay an annual fee payable on the 1 May, which is calculated according to the maximum volume of petrol to be stored at the site. You can choose to pay for up to ten years in advance.

Transfering the storage certificate to a new site operator

The storage certificate applies to the petrol storage arrangements at the dispensing premises, not the operator themselves.

Requirements:

  • both the outgoing and incoming operators must notify the local Petroleum Enforcement Authority (PEA) when there is a change of operator at the premises
  • the outgoing operator must inform the PEA of the date they will stop operating at the premises

Notification details:

The notification must be sent in writing at least 28 days before the change of operator, but you can notify up to 6 months in advance.

Before you apply ensure you have proof of licence transfer document to upload.
